Strategic Council of Republican Forces Inside Iran
(Transitional Council)

Through the establishment of national and inclusive solidarity among all people of the country, across cultures, religions, ethnic groups, and political parties, it is possible to overcome historical dictatorship and authoritarianism and to realize democracy, freedom, and the sovereignty of the people over their own destiny.


Dear fellow citizens, representatives of political parties and organizations, and members of civil society and human rights institutions,
Iran stands at one of the most critical moments in its modern history. This moment is marked by an unprecedented weakening of the power structure, the intensification of political and economic crises, and the consequences of war and regional tensions. Under these conditions, the need for the formation of a coordinated, inclusive, and unified foundation based on national solidarity and broad convergence, aimed at a democratic transition from the authoritarian Islamic Republic, has become more evident than ever.


The announcement of republican forces inside the country under the framework of the “Strategic Council” as a body for the transfer of political power reflects the entry of society into a new phase of organization and historical responsibility. This initiative is not intended as an exclusive alternative, but rather as a platform for solidarity, convergence, and the aggregation of the diverse capacities within Iranian society.


At the same time, positive developments among political and civil forces outside the country, including alliances among Kurdish, Arab, Turkish, Baluchi, and Turkmen parties, as well as the emergence of civil and social resistance networks within the country, across various sectors such as labor unions, professional associations, students, teachers, civil servants, women, industrial workers, farmers, retirees, and other social groups, demonstrate the existence of significant national potential for collective synergy.


Accordingly, what is essential at this stage for political forces is not the multiplication of fragmented and competing alternatives, but rather the strengthening of a unified, coherent, and credible path across the country. A path that can reflect the collective will of republican and democratic forces. Experience has shown that fragmented and independent claims to represent an alternative can weaken public trust and diminish the standing of democratic forces both nationally and internationally.


Within this framework, the approach that can generate the greatest cohesion and effectiveness in building national solidarity is the formation of a shared political framework based on the democratic principles and objectives of the Strategic Council inside the country.

Such a framework can serve as a platform for dialogue among representatives of diverse political and social groups abroad, acting as a host structure for the participation of all republican and democratic forces, and facilitating the emergence of a coordinated and collective will.


Outside the country, political parties, organizations, and networks, while maintaining their independent identities, names, and structures, can operate within a pluralistic and cooperative mechanism, including under the framework of a “Strategic Council of Republicans Abroad,” in order to act in coordination and present a more unified representation of this movement at the international level.


We believe that only through such conscious and voluntary solidarity can a democratic, inclusive, and credible alternative be established. An alternative that is rooted in the genuine participation of political and civil forces and is capable of securing broad social support and international legitimacy during the transitional period.


In this regard, the following actions are emphasized as key operational priorities:


• Accelerating the formation of national solidarity and the organization of forces abroad, including republican parties, organizations, and civil and human rights institutions, within the framework of a “Strategic Council Abroad,” in order to provide coordinated and effective support for developments inside the country
• Preparing public opinion and engaging political communities, while establishing national and international mechanisms to support the management of the transitional period by republican forces, with the aim of maintaining stability, preventing violence, and protecting the country’s vital economic and social infrastructure


We emphasize that the final transition will be shaped by the people of Iran from within society itself. However, such a transition will not be possible without coordination and synergy between forces inside and outside the country, and without the active participation of political actors with established social bases across different regions.


At the same time, it must be recognized that the ruling power remains capable of generating risk. Therefore, unity, vigilance, and the avoidance of fragmentation are of critical importance.


Among the key objectives of this path is the establishment of a free, just, decentralized system grounded in human rights, in which all social, ethnic, religious, and political groups can participate equally and without discrimination in determining their own future.


The Strategic Council of Republican Forces announces that more detailed strategies, the roadmap for the transitional period, and the operational frameworks for achieving these objectives will be presented in future statements and official documents. These perspectives and plans will be made available in the near future through the council’s official website, media outlets, and affiliated social platforms.
